CAIR-NY Welcomes Forthcoming Departure of NYPD Deputy Commissioner of Intelligence and Counterterrorism John Miller

(NEW YORK, NY, 6/29/2022)—The New York chapter of the Council on American-Islamic Relations (CAIR-NY) today welcomed news of NYPD Deputy Commissioner of Intelligence and Counterterrorism John Miller’s forthcoming departure from his position in the nation’s largest and best-funded police department. Miller, who has held his current position with the NYPD since 2014, is expected to depart in July.  

Throughout his post-9/11 tenure with the New York Police Department, Miller oversaw its unconstitutional spying program, which profiled and targeted the New York Muslim community and was arguably the most widespread and costliest surveillance program ever directed at any faith community in the United States. CAIR-NY had previously called for Miller's dismissal and demanded public transparency from the NYPD about the extent of the surveillance.   

2016 investigation of NYPD practices by the Office of the Inspector General found that while Muslims make up only about 3% of New York City’s population, Muslims were the targets of 95% of the NYPD’s surveillance. Yet Miller notoriously lied about the NYPD’s mosque surveillance program recently, claiming that, “...there are people… who will believe forever… [that] there were spies in their mosques who are trying to entrap people. There is no evidence that that occurred based on every objective study that's been done."

The NYPD was eventually forced to settle lawsuits as a result of their surveillance program, costing them more than $1 million in damages and legal fees.

“Since the tragic events of September 11, Muslim communities in the New York area have been ethnically and religiously profiled and unconstitutionally surveilled by law enforcement at an astounding rate. The impact of this surveillance has had tremendous effects. Law enforcement has further stigmatized what is already one of the most marginalized communities in New York City, and in turn has solidified Muslims’ suspicion and fear of law enforcement. As the NYPD’s Deputy Commissioner of Intelligence and Counterterrorism, John Miller led the NYPD's unconstitutional surveillance program, which not only destroyed the lives of countless Muslim families, but resulted in absolutely no terrorism convictionsby the NYPD’s own admission. CAIR-NY welcomes Miller's departure and awaits to see who will next take the helm. Our fight for equal justice and full transparency will continue nonetheless."
